You're right, Scala 3 and Dotty are the same thing. The only difference between these two packages in AUR is the soft link of PATH. I am not the maintainer of them, so I am not sure about the purpose of this. Additionally, both of these packages have not been updated for a long time, and there is no indication that they will be included in the community by the official team.
