Introduction

Observers play an integral role in the Fund for responding to Loss and Damage (FRLD) by participating in Board meetings and related proceedings to ensure inclusivity, transparency and accountability. 

Rules for Observers in Board Meetings

Participation of observers in Board meetings and related proceedings is governed by Decision B4.D7 of the FRLD Board. This decision established the “blanket” accreditation of observers for an interim period, under which observer organizations already accredited to the UNFCCC may request to be considered as an accredited observer organization of the Fund. 


As per the UNFCCC rules there are three types of observers: 1) UN organizations; 2) intergovernmental organizations (IGOs); 3) non-governmental organizations (NGOs). NGOs has nine observer constituency groups: environmental (ENGOs), research and independent (RINGOs), business and industry (BINGOs), local governments and municipal authorities (LGMAs), indigenous people’s organizations (IPOs), trade unions (TUNGOs), farmers, women and gender, and youth (YOUNGOs).
