Nullable flow analysis

All methods are annotated with [NotNullWhen(false)], so Roslyn's nullable analysis understands the null check:

string? name = GetName();

if (name.IsNullOrEmpty())
{
 return;
}

// No nullable warning here — Roslyn knows name is not null
Console.WriteLine(name.Length);
