Yep, these benchmarks are correct... That's the five year AMD EPYC difference. Intel's oneDNN neural network library is another heavy user of AVX-512.
Even if using prior generation AMD EPYC servers just as a CI/build server, the upgrade to Genoa can be very worthwhile from Naples. Even a single EPYC 9374F was delivering dramatically faster build speeds than the 2P EPYC 7601 Naples server.
