As is common for major compiler updates, the addition of more compiler passes and other optimizations does slow down the actual build time of the software in the name of greater run-time performance of the resulting binary.
The R scripting performance when it was built under GCC 8 does come in a little bit slower across all of the hardware tested.
Caffe also came in slower with GCC 8.
Though Tensorflow and several other software components saw no real performance change out of the compiler re-tooling.
