Linux 7.0 Showing Some Early Performance Regressions On Intel Panther Lake

With Kvazaar and other video encoders too, performance regressions were common on this Intel Core Ultra X7 358H with this very early Linux 7.0 state. Typically when video encoder performance changes happen between kernel releases, it most commonly is due to scheduler or power management changes.
In less intense workloads like Zstd compression there were also regressions on the pre-RC1 Linux 7.0 state.
The OpenSSL performance had dropped across the board when running under Linux 7.0 on this Intel Panther Lake laptop.
