LLVM Clang 21 Compiler Helping Squeeze More Performance On 5th Gen AMD EPYC "Turin"

The TSCP chess benchmark saw a nice speed-up out of Clang 21 on this AMD Zen 5 system.
With the Kvazaar H.265 video encoder there were some small performance gains over Clang 20 when using Clang 21 for compiling this open-source encoder.
Similarly, with the OpenAPV video encoder there were also some small improvements found when using Clang 21 for compiler over the prior Clang 20 stable release.
