The recent Feral-ported, Vulkan-powered Thrones of Britannia release on Linux was just another case of the RTX 2080 Ti coming well in front of the GTX 1080 Ti even for being a conventional (non-RTX) game and about double the performance of the RX Vega 64.
Serious Sam 3 BFE at 4K with ultra quality settings, the RTX 2080 Ti was still churning around a 100 FPS average.
