Over the span of many different workloads, the Ubuntu Linux performance on AMD EPYC Milan is certainly evolving in the right direction.
Particularly if on Ubuntu 20.04 LTS, there can be more performance obtained from Ubuntu 21.10 if the LTS support isn't of importance to you, but even going from Ubuntu 21.04 around the time of Milan's launch there are nice strides made.
