Release the doves is a level up flair, meaning it activates when the hero levels up. Once activated, a large amount of white doves fly outwards from the hero as white feathers partially cover them. After a short duration the effects disappear. As is the case with all flairs, release the doves' effects are purely cosmetic and have no other gameplay functionality.
