First we don't have any sources, references, or even a screenshot of any such version available.
Second This announcement was made at 16:52. The version before that was mc-161648. So the announcement was made four minutes after the release of the version. During this time, the only thing Notch can add is the version number. Because it's too short.
A similar incident occurred two versions later. And Notch hasn't released versions from 0.0.4a to 0.0.8a, assuming they already are. So this case is not unique.

First: If we have 0 screenshots of 0.0.1a, why wecan't delete rd-131648, rd-131655, mc-161607, mc-161616, mc-161625, mc-161648, 0.0.2a, 0.0.3a, 0.0.10a, ...?
Second: 0.0.2a was uploaded around 13:05:07 UTC-4. 16:52 UTC is 0.0.1a.
Third: 14:49 and 15:08 UTC-4 are versions from 0.0.4a to 0.0.9a. It's impossible to know, which time of every version, but at least 2 versions from 0.0.4a to 0.0.9a exsisted. 0.0.1a WAS announced. From 0.0.4a to 0.0.9a only 2 versions were announced.

Most likely thing that happened, in my opinion, is that Notch labeled it 0.0.2a to retroactively label all the previous version as 0.0.1a. That's normal for when you havent been doing versioning yet, you handwave the previous versions as "v1.something" and start anew at 2. Likely same logic happened to 0.0.9a - he probably chose 9 meaning almost 10 i.e. almost complete. See 0.0.10a - "This version was originally planned to be released to the public".
