Now, once you are in file explorer what you need to do is, go to BmGame > Config > BmSystemSettings, open BmSystemSettings in notepad then all you do is go to Line 30 in notepad, and it should be there "MaxFPS=90.000000" or something like that, to change it to 120 max fps change it to "MaxFPS=120.000000" and to unlock fps change it to "MaxFPS=9999.000000"
If changing your max fps to 120, or 9999, didn't work in file explorer, try going in-game and changing your max fps to 90, then doing it, also if you change your fps back to 60, or 30, in the in-game graphics settings, i am pretty sure if you try to go back to your max fps it will be 90 again and you will have to do this over again, but i dont really remember, so it might not happen?? just dont switch your fps to be sure once you aready changed your max fps

The game is poorly optimized and requires a far better gpu than the store page suggests as recommended. A 3060 is enough for ultra and steady 60fps, maybe 90fps, 120 is pushing it. Regardless, turn off physx if it's on, it tanks your fps

It looks like throttle. There is more possibility you have poor CPU/GPU cooling. Download MSI Afterburner and RivaTuner (just google "how to monitor statistics msi afterburner") and monitor your temperatures.

Also, i should mention that because of the Nvidia GameWorks i have a huge FPS drops in certain locations (Stagg's Airships, Movie Studios and few other). Its like from 100 to 20 FPS just because of some setting under "Nvidia GameWorks" category. I usually turn off all of them and restart the game.
