Golobulus is the ruler of Cobra-La. Part man, part snake, part crab. All ridiculous.

Many millennia ago, Unicron came to Earth and threatened to devour it when he was stopped in his tracks by the citizens of Cobra-La, including a female human/snake hybrid similar to Golobulus. Cobra-La threatened Unicron with a metal-eating spore and an agreement was struck whereby Cobra-La would go into seclusion and watch over the development of the human race, occasionally helping it along. Then when the humans reached sufficient numbers and advanced technology, Cobra-La would send for Unicron who would return and take the humans as slaves to maintain his body, leaving the planet to be ruled by Cobra-La.
Golobulus was the ruler of Cobra-La in the present day. He ascribed his hatred of humanity to their damaging effects on the planet Earth and their use of mechanical technology; a hatred that was only enhanced by their alliance with the Autobots. In spite of this, Golobulus made use of several Decepticons who had crashed in the Himalayas, though he gave them organic Pretender shells that concealed their robotic forms. With humanity having now reached the necessary state of development and growth, Golobulus summoned Unicron. Black Horizon, Part 1 of 2 However, he had taken precautions against Unicron reneging on the deal by cultivating a supply of the metal-eating spores. Golobulus prepared to sacrifice the Joe Firewall in honor of Unicron, but his plans were partially undermined by Pythona, who allowed the long-time prisoner Joe Colton to escape. Joe subsequently helped Hawk, Flint, Optimus Prime, and Cosmos discover the spores and release them inside Unicron, destroying the mighty robot. When the sacrifice ceremony was interrupted by Colton, Hawk, and Prime, Golobulus declared that he would wipe out all of the Autobots, only to be pummeled by Prime's fist. When Billy brought a bloodied and defeated Snake-Eyes to Silent Castle as a gift for Cobra Commander, Golobulus was among those present, rejoicing over the ninja's defeat. But Snake-Eyes sprang back up, ready to fight, and Golobulus took up arms against him. Pax Megatronus Following Earth's impact with Cybertron, Koh-Buru-Lah brought Golobulus and the other Cobras to Cybertron, where Cobra Commander could take back control of the main Cobra force. The regent of Cobra-La, Golobulus allowed an outsider into their city who rose to be a prominent scientist, tasked with studying a mechanical construct. After reverse-engineering a new generation of weapons from the machine's internals, the outsider convinced Golobulus to allow him to leave Cobra-La to spread their influence, Cobra Commander #1 though Golobulus assigned the Nemesis Enforcer as a guard and escort. Eventually the machine awoke, smashing its way through the labs. Riding a war mount, Golobulus led his Royal Guard to subdue "the beast" only for both his guard and mount to fall. Golobulus was able to use the animal's death as springboard to stab out the machine's optic but could do nothing but watch as it flew out of Cobra-La. Transformers Energon Universe Special story Investigating the lab where it was held, Golobulus found that the creature was an extraterrestrial from a machine world. Disgusted at the idea of such a world, Golobulus ordered that an organic probe be launched to find the planet and prepare for their war against it. Cobra Commander #5
