A soulless abomination made of carrion and hate, Nemesis Enforcer was created by Golobulus to enforce his will, and to advance the sinister agenda of Cobra-La. While he communicates solely in animalistic growls, his lethal powersβhis immense strength, silent wings, and slashing bladesβspeak for themselves.
He apparently hibernates periodically, sealed in a fluid-filled pod. While hibernating, he takes on the appearance of a shriveled, desiccated corpse, but can be awakened and restored to vitality with blood. He is then compelled to obey the individual whose blood awakened him.

At the dawn of humanity, Nemesis Enforcer was among the Cobra-La party that conferred with Unicron. 160,000 years later, the Adventure Team and two of General Mihai's jets unwisely intruded on Cobra-La's territory in the Himalayas. Some time later, the Enforcer went into stasis. Black Horizon, Part 1 of 2 After the escape of Joe Colton from Cobra-La's custody, Golobulus ordered Pythona to awaken the Enforcer. Rousing him from his slumber and restoring his vitality with her own blood, Pythona commanded him to find and slay Colton. Finding him and his companions Hawk and Optimus Prime disrupting the ritual sacrifice of Firewall, the Enforcer attacked Colton, who promptly sliced off one of his wings. Taking the battle to the ground, Nemesis Enforcer began to brutally beat the old soldier. Nemesis Enforcer was sent by Golobulus to keep Cobra Commander safe for the duration of his mission to the outside world. When his Commander stopped to enjoy a sunset after killing a man and stealing his car, Nemesis commented that they have no reason to take a stop now that they have a vehicle, but was quickly dismissed. Nemesis then recommended that the Commander disguise himself as a human like he had, but as the Commander craved the attention that his appearance drew, Nemesis' words fell on deaf ears. Nemesis and Cobra Commander later found themselves at a national park, where Nemesis had to stop Cobra Commander from murdering a child in retaliation to said child blowing a raspberry at him. Nemesis then proceeded to question the Commander on his animosity towards his people and the Commander responded by stating that they were never his people in the first place. After the Commander ignored his orders yet again to head to a clearly off-limits part of the park, Nemesis thinks back to when Pythona gave him his assignment and his human form, and then started arguing with Cobra Commander. As their fight grew more heated, Nemesis grabbed Cobra Commander and might have hurt him further were it not for a meddling park ranger that happened to come across the duo. Upon the Commander's insistence, Nemesis made quick work of the park ranger but once he was finished with him he turned around only to find that Cobra Commander had abandoned him to go look for the Energon on his own. Nemesis cursed the Commander as he searched through the Everglades for him but still responded he activated his tracking device, calling Nemesis towards the Dreadnoks' hideout. Nemesis, after proving himself immune to Buzzer's chainsaw, shed his human disguise, revealing glowing purple eyes and a giant set of bat-like wings, and killed the Dreadnoks as the Commander requested, and patiently waited for him to return from the Dreadnoks' enegron supply. Cobra Commander issue 3 Once the Commander did return Nemesis saw fit to reveal his true intentions to him, namely that he was never there to protect the Commander, but instead to kill him the second they could replace him with the scientist that the Dreadnoks had work for them. The two traded hits until Cobra Commander's little insectoid robots formed a glove around his hand and fired a beam of energy directly through Nemesisβ torso. Cobra Commander issue 4
