Rusticl Performance For AMD Strix Halo Against ROCm OpenCL

The SHOC S3D, Triad, and FFT single precision performance favored ROCm OpenCL over Rusticl.
The Rusticl driver wasn't performing too bad when considering it's a generic/universal OpenCL driver for Gallium3D drivers within Mesa.
Rusticl ended up having a significant win in the GEMM benchmark.
ROCm OpenCL was enjoying much faster bus speed performance than using Rusticl.
The texture read bandwidth benchmark also slightly favored ROCm's OpenCL implementation.
