The Phoronix Test Suite was using a WattsUp Pro USB power meter to record the overall AC system power consumption in real-time for being able to generate performance-per-Watt metrics. Here are those for the various Linux gaming benchmarks.
The GeForce RTX 2070 and RTX 2080 Ti Turing graphics cards represent a small boost in power efficiency over previous generation GTX 1000 Pascal graphics cards... Not nearly the performance-per-Watt advantage as shown in the compute tests when the tensor cores get to show off their benefits.
