Rusticl vs. AMD ROCm Performance On Ryzen AI Max+ "Strix Halo"

When looking at the geometric mean across the various OpenCL benchmarks conducted, the Radeon 8060S Graphics with the AMD Ryzen AI Max+ 395 within the Framework Desktop did fairly well on Rusticl. This Rust-based Mesa OpenCL driver was running at 84% the speed of the ROCm OpenCL driver. While it's a significant gap for raw performance, it's a respectable showing considering Rusticl isn't specific to AMD hardware but rather designed to work across Gallium3D hardware drivers. Rusticl is also developed by just a few Mesa developers compared to the backing of the ROCm team at AMD.

It was fascinating to see Rusticl pick up some wins over the ROCm OpenCL driver and bodes well for the future of this Mesa OpenCL driver implementation.
