Trying Out The Ubuntu "-O3" Optimized Build For Greater Performance

Running various graphics benchmarks atop Ubuntu 24.04 LTS with the -O3 optimized Mesa and other packages at most only caused a very slight performance improvement in some CPU-bound areas like YQuake2 but was otherwise flat.
For OpenJDK Java built with -O3 optimizations the performance was also largely unchanged of Java apps running atop Ubuntu Linux. In some areas there was slightly better performance but in a few cases the performance is slightly behind the default -O2 packages.
