Un dictateur est un dirigeant qui exerce une autorité absolue. Un Etat gouverné par un dictateur s'appelle une dictature. Le mot est le titre d'un magistrat en Rome antique nommé par le Sénat pour gouverner la république en cas d'urgence. Comme le terme «tyran» et, dans une moindre mesure, «autocrate», le «dictateur» est utilisé presque exclusivement comme un terme non titulaire pour une règle oppressive, voire abusive, mais avait un usage moderne rare et titulaire. Dans l'usage moderne, le terme «dictateur» est généralement utilisé pour décrire un leader qui détient et / ou abuse d'une quantité extraordinaire de pouvoir personnel, en particulier le pouvoir de faire des lois sans retenue effectivement par une assemblée législative. Dictatorships are often characterised by some of the following traits: suspension of elections and of civil liberties; proclamation of a state of emergency; rule by decree; repression of political opponents without abiding by rule of law procedures; these include single-party state, and cult of personality. The term "dictator" is comparable to – but not synonymous with – the ancient concept of a tyrant; initially "tyrant", like "dictator", did not carry negative connotations.
