This is Family Sharing, typically used by families. It allows restrictions. If you're using an Apple ID for someone under 13, it runs in the background. Nothing is displayed when you open it. However, if you delete the application and restart the device, it will start in Recovery Mode if you’re using a kid Apple ID.
