With the SVT-AV1 open-source, CPU-based video encoder most of the kernels yielded similar performance except when using linux-cachyos-lts with its older Linux 6.18 LTS base. The video encoders tend to be sensitive to CPU frequency scaling driver changes, so it's possible that the AMD P-State driver improvements between Linux 6.18 to and Linux 7.0 have helped with SVT-AV1 on this Threadripper workstation.
The Kvazaar H.265 video encoder was showing similar behavior of the Linux 6.18 LTS kernel version leading to worse performance than the other tested kernel versions on CachyOS.
