Minister of Defense Mykhailo Fedorov has named three goals in the war – to close the sky, stop the enemy on land, at sea, and in cyberspace, and to deprive Russia of the economic resource to wage war.

"Today is the fourth year of the full-scale invasion. Every day, every Ukrainian thinks about one thing: when the war will end. We want peace more than anyone in the world. The President, the negotiation group, and diplomats work every day to bring it closer," Fedorov wrote on his Telegram channel on Tuesday.

The Minister noted that Russia "continues to fight because it believes it can break us with force and resources. Therefore, for the Ministry of Defense team, the President set a clear task—parallel to diplomacy, to strengthen defense so as to force the enemy to peace," and outlined the war plan as three specific goals:

First. Close the sky. "Protecting civilians and infrastructure is a top priority. Our goal is to identify all aerial threats in real-time and intercept the vast majority of missiles and drones. The creation of a multi-level ‘small’ air defense system and the scaling of interceptors has already been launched. Important organizational changes have begun. These are the first steps toward systemic counteraction to Shahed UAVs and stable protection of our cities. When the sky is closed, the country functions," Fedorov emphasized.

Second. Stop the enemy on land, at sea, and in cyberspace. "The front holds thanks to the undeniable feat of Ukrainian warriors. The enemy pays for every kilometer of Ukrainian land. In the Donetsk region—the density of enemy casualties is immense. Our target is a level of loss at which advancement becomes impossible. Our goal is to stop the enemy in every domain—on land, at sea, and in cyberspace. We know how to achieve this. There is a specific list of solutions and projects: from improving the procurement system and finishing the corps reform to the transformation of the training and data-driven management system," the Defense Minister outlined.

Third. Deprive Russia of the economic resource to wage war. "The war continues because Russia has money. For missiles and drones. For soldier contracts. For propaganda. The source is oil. Russia sells it worldwide through the so-called shadow fleet. It is from this budget that the war is funded. If this channel is cut off, the resource for war will sharply decrease. What is needed: strengthening sanctions, coordination with partners, a strategy to counter the shadow fleet, and joint actions with partners at sea. So that Russia’s budget deficit becomes the largest in history. We are already preparing this strategy. Likewise—a strategy to counter Russia in the cognitive domain," he added.

The Minister of Defense outlined specific ways to implement these goals. "These are not just points. This is a plan with specific, measurable goals and results," he said.

According to him, the first is partnerships. "Win-win cooperation to achieve a record volume of international aid already this year. For the purchase of drones, stable payments to the military, strengthening air defense, and other defense system needs." Second: "Technological superiority. To be many steps ahead of the enemy in every technological cycle. To maintain leadership in the war of innovations." Third: "The mathematics of war. Thanks to the yeBaliv system through DELTA, we already receive high-quality data from the battlefield. The next step is to turn data into a decisive force. To see more. To think faster. To strike more accurately. Every decision—based on high-quality data, not intuition."

"Peace in Ukraine will come when: the sky is closed, the Russian army loses its offensive potential, and Russia’s economy cannot withstand the load. We work every day for this. So that every day of the war becomes a threat to the existence of Russia," Fedorov said.
