Ukrainian lawmaker and European Solidarity party leader Petro Poroshenko, along with other party deputies, addressed the Kyiv City Council's plenary session Monday ahead of approval of the capital's comprehensive energy resilience plan for 2026, calling for city authorities to independently mobilize international technical assistance, according to a statement on the politician's website Monday.

"The system of energy decentralization is a path that must be initiated in the city of Kyiv. I don't understand why, when cogeneration stations were delivered as part of international technical assistance, not a single one reached Kyiv. And where they went, there is no money and no specialists to launch them... Give city authorities the opportunity to independently mobilize international technical assistance, boiler houses, and generators. And bring cogeneration stations to Kyiv," Poroshenko said.

According to him, the winter preparation plan should be presented not in August, but by the end of this month, in March. "This is our common position, united — of people elected by Kyiv residents, who bear responsibility to Kyiv residents," the politician said.

Poroshenko also supports issuing special domestic government bonds to address Kyiv's energy supply issues.

He urged authorities to stop political confrontation around the capital, since "the number of ballistic missile launches at Kyiv cannot be compared with any other settlement or territorial community in Ukraine." "Today our task is very simple — not to sort out relationships, but to ensure that Kyiv is ready for next winter," Poroshenko said.

As reported, at the National Security and Defense Council meeting on March 3, energy resilience plans for the upcoming heating seasons were approved for each region and regional center, submitted by local authorities. However, Kyiv, which is a city with special status and is not part of Kyiv region, received additional time to prepare the relevant documents. First Deputy Head of the Kyiv City State Administration, Petro Panteleev, said Kyiv authorities submitted proposals for the energy resilience plan to the relevant ministry on time and presented them at the National Security and Defense Council meeting. He also released the public portion of the document.

Meanwhile, Ukrainian President Volodymyr Zelenskyy stated that "as of today, Kyiv was not ready, just as it was not for this winter. We need to manage to prepare for the next one and complete every task."
