Kyivstar acquires internet provider Shtorm in Kirovohrad region for UAH 420 mln

Ukraine's largest mobile operator Kyivstar has acquired the regional internet provider ISP Shtorm LLC in Kirovohrad region, which serves more than 50,000 subscribers, for UAH 420 million, Kyivstar CEO and President Oleksandr Komarov said.

"This acquisition brings more than 50,000 new broadband customers across 130 municipalities into the Kyivstar ecosystem, supporting our strategy to expand our broadband network," he said during a conference call on the company's annual financial results.

"In the fixed broadband market, we want to strengthen the group's leadership through organic expansion and acquisitions," Komarov said regarding the company's further development strategy.

He said cross-selling and synergy are at the core of Kyivstar's digital growth strategy. According to him, for example, in the fourth quarter the share of broadband customers subscribed to Kyivstar TV increased by more than 3 percentage points (p.p.) to 48%.

"We attribute this growth to effective marketing and the increasing attractiveness of our content library, including programs that are unavailable elsewhere in Ukraine," Komarov said.

He also pointed out that the number of multi-product customers (which includes clients who use at least one digital application in addition to voice and data services) increased by 18% year-on-year in the fourth quarter of 2025, reaching 7.3 million, or 35% of the active monthly customer base, which is nearly 6 p.p. higher than a year earlier.

"The multi-product segment drives growth through higher customer engagement, greater data consumption, and improved customer service levels. Such customers also generate a higher ARPU – $5.20 per month for our services, which is 37% higher than the average for a mobile customer," the company's president said.

Kyivstar reported the acquisition of Shtorm at the end of February. At that time, it was noted that the provider ensures coverage in Kirovohrad region, including the cities of Kropyvnytsky, Oleksandria, and 132 surrounding settlements. Information about the purchase price of the provider was not disclosed in the release.

According to data from the YouControl resource, the revenue of ISP Shtorm LLC for the first nine months of 2025 increased 4.7 times compared with the same period of 2024, reaching UAH 94.86 million, while net profit jumped 17 times to UAH 30.39 million.

The beneficiaries of the company, which has an authorized capital of UAH 4.5 million, were Vitaliy Oliynyk and Yulia Makarenko on an equal basis.

Kyivstar emphasized that the transaction preserves the provider's staff of more than 100 employees, including engineers, designers, and service center specialists, who will continue to be responsible for maintaining the network and supporting subscribers in the region.

In August last year, Kyivstar first reported the acquisition for $2 million in September 2024 of LanTrace (Boryspil), a regional provider of fixed broadband internet access in Kyiv region.

As reported, as of the end of 2025 Kyivstar served 22.4 million mobile subscribers and 1.2 million Home Internet subscribers. In 2025 the company increased EBITDA profit by 30% to UAH 27 billion, while revenue rose by 30.3% to UAH 48.2 billion. In the fourth quarter of last year alone, EBITDA increased by 23.1% to UAH 7.2 billion, while revenue grew by 30.1% to UAH 13.5 billion.
