Communications sector revenues in Ukraine grow by 16.5% in 2025 – regulator

Revenues in the communications sector increased by 16.5% in 2025 compared to 2024, reaching UAH 178.6 billion, including electronic communications services, which grew by 16.2% to UAH 125.9 billion, according to the annual report of the National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum, and Postal Services (NCEC).

According to the document, mobile communications accounted for the largest share in the structure of electronic communications service revenues – UAH 80 billion, or 63.8% (63.2% a year earlier), while fixed Internet access accounted for UAH 24.4 billion, or 19.4% of the market (20.8%).

Revenue from mobile communications services in 2025 increased by 17.4%, while average monthly revenue per user (ARPU) rose by 20.6% to UAH 141.2, as the number of active SIM cards declined again, to 47.4 million from 48.8 million a year earlier and 50.3 million two years earlier.

At the same time, the number of 4G users in 2025 reached 31.6 million, compared to 30.5 million in 2024.

According to the regulator's calculations, the average across Ukraine is 137 active mobile SIM cards per 100 residents, including 197 in Kyiv and 194 in Kyiv region, compared to 111 in Zakarpattia region, 114 in Ivano-Frankivsk region, and 116 in Rivne region.

The regulator added that since May 23025, more than one million users have been using national roaming daily, reaching 1.26 million in December.

Revenues from fixed Internet services in 2025 grew by 8.2%, while ARPU increased by only 2% to UAH 234.2 per month.

According to the report, the number of fixed Internet lines reached 8.7 million units in 2025. In particular, in rural areas this figure increased from 2.13 million to 2.61 million, while in urban areas there was only a slight increase, from 5.93 million in 2024 to 6.09 million in 2025.

The number of settlements with optical access increased by 777 in 2025, bringing the total to 17,000 settlements nationwide at the beginning of this year.

The NCEC said that as of 2025, networks based on FTTP technologies accounted for the largest share – 92.9%, including xPON at 53.9% of the market, which is the main standard for the development of fixed broadband Internet access, as well as FTTx at 39%, which is gradually declining due to the development of passive optical networks.

Services for providing access to electronic communications infrastructure and communication channels amounted to UAH 17.4 billion last year, or 13.8% (12.5%), while fixed-line communication services totaled UAH 3.7 billion, reducing their share to 2.9% from 3.5% a year earlier.

Revenues from fixed voice communication services decreased by 2.6% in 2025, while ARPU fell to UAH 227.4 per month from UAH 246.4 per month a year earlier, despite the number of lines increasing from 1.3 million to 1.4 million.

Capex in the electronic communications sector grew by 35% last year to UAH 33.9 billion.

In the postal services sector, revenues grew by 17.4% in 2025 compared to 2024, reaching UAH 52.7 billion, while the number of postal items increased by 31.6% to 856.4 million units.

In the structure of postal service revenues last year, 83.3% came from domestic services, 9.3% from international services, and 7.4% from courier services.

The number of domestic shipments increased to 794.7 million from 621.2 million a year earlier, while international shipments rose to 61.7 million from 29.5 million.

According to NCEC Chair Lilia Malen on Facebook, the regulator's future focus includes sector development, resilience and sustainability of telecom and postal infrastructure, the implementation of new technologies, and progress toward European integration.
