General fund revenues of Ukraine's state budget rise 26.3% in Q1 2026 y-o-y, expenditures up 7.1% β ministry
Ukraine's state budget revenues in JanuaryβMarch 2026 totaled UAH 1.02 trillion, including UAH 734.6 billion in the general fund, representing increases of 10.2% and 26.3%, respectively, compared to the same period in 2025, according to preliminary State Treasury data published by the Ministry of Finance on Friday.
Cash expenditures of the general fund grew much more modestly β by 7.1% to UAH 914.8 billion, while total budget expenditures, including the special fund, decreased by 1.1% to UAH 1.15 trillion.
The increase in general fund revenues was largely driven by higher grant inflows this year β UAH 173.1 billion, although in March their volume fell to UAH 8.8 billion from UAH 62.9 billion in February and UAH 101.4 billion earlier, compared to UAH 97.8 billion in March last year.
The ministry specified that VAT on domestically produced goods generated UAH 81.8 billion in JanuaryβMarch this year, compared to UAH 85.2 billion last year, while VAT refunds increased to UAH 58.8 billion from UAH 42.4 billion.
Import VAT contributed an additional UAH 147.6 billion (UAH 118.8 billion in Q1 2025), personal income tax and the military levy UAH 94.9 billion (UAH 77.6 billion), corporate profit tax UAH 106.3 billion (UAH 99.5 billion), and royalty payments for subsoil use UAH 12.8 billion (UAH 8.2 billion).
Excise tax revenues amounted to UAH 74.1 billion (UAH 60.0 billion), while import and export duties totaled UAH 14.8 billion (UAH 12.5 billion).
At the same time, revenue collection exceeded targets by 0.6% (+UAH 2.1 billion) for the State Tax Service and by 1.7% (+UAH 3.3 billion) for the State Customs Service.
Unified social security contribution revenues to the Pension Fund and social insurance funds increased to UAH 173.4 billion in JanuaryβMarch 2026, up from UAH 148.0 billion in the same period last year, the ministry added.
In March alone, state budget revenues rose by 0.9% year-on-year to UAH 392.6 billion, while general fund revenues declined by 16.6% to UAH 267.7 billion due to lower grant inflows.
It is noted that in March, the State Tax Service exceeded its monthly revenue target by 1.9% (+UAH 3.1 billion), while the State Customs Service exceeded its target by 8.8% (+UAH 6.4 billion).
VAT on domestically produced goods in March generated UAH 23 billion (compared to UAH 26.1 billion a year earlier), while VAT refunds rose to UAH 18.2 billion from UAH 13.8 billion.
Import VAT added UAH 59.9 billion (UAH 44.9 billion in March 2025), personal income tax and the military levy UAH 33.5 billion (UAH 27.2 billion), corporate profit tax UAH 89.1 billion (UAH 86.0 billion), and rent payments UAH 3.7 billion (UAH 3.4 billion).
Excise tax brought in UAH 29.1 billion (UAH 22.6 billion), while import and export duties totaled UAH 5.8 billion (UAH 4.3 billion).
Unified social security contribution revenues in March increased to UAH 61.5 billion from UAH 51.2 billion a year earlier, the Finance Ministry added.
As reported, Ukraine's 2026 state budget was adopted with revenues (excluding grants) of UAH 2.90 trillion and expenditures of UAH 4.77 trillion, including UAH 2.61 trillion and UAH 4.38 trillion, respectively, under the general fund.
