The command enchanting book, or just enchantment book, is a book that contains the power of a command block. It was used by Jesse to enchant a diamond tool to destroy the command block powering the wither storm.
In A Block and a Hard Place, while the Order of the Stone and Jesse and the others are taking shelter in a cave, Ivor approaches Soren about the wither storm, revealing the existence of an enchanting book he stored in his distant laboratory.
After solving the puzzles in Ivor's laboratory, they retrieve the enchanting book. Jesse can then choose which diamond tool to enchant with it.
It has the power of a command block. However, it is unknown if it can be used like a command block, and not just for enchanting.
How ironic that the best thing the Command Block gave us was the very means to destroy it.
