Lawmakers propose directing ARMA-seized assets toward housing, rehabilitation for military personnel and veterans – bill presentation

Anatoliy Ostapenko, head of the Subcommittee on Social Protection of Veterans within the parliamentary Committee on Social Policy (Servant of the People faction), together with fellow members of parliament, is proposing to direct seized assets managed by Ukraine's Asset Recovery and Management Agency (ARMA) toward providing housing for servicemen, veterans, internally displaced persons (IDPs), and establishing rehabilitation centers.

"Seized property belonging to residents of the Russian Federation and transferred to ARMA's management should serve Ukraine and, first and foremost, its defenders. ARMA currently manages numerous health resorts, sanatorium and spa facilities, hotels, and sports complexes that should be integrated into Ukraine's rehabilitation infrastructure," Ostapenko said at a press conference at the Interfax-Ukraine news agency on Friday.

According to him, this issue could be resolved through the adoption of a bill (No. 14347) amending the law on ARMA to provide housing and recovery (rehabilitation) for servicemen, war veterans, combat participants, internally displaced persons, and individuals affected by the armed aggression of the Russian Federation.

"Seized sanatoriums and hotels should become places of support for our defenders, their family members, and families of the missing, prisoners of war, and all those affected by the war. They should become places where they can receive medical services, psychological assistance, and professional reintegration," the lawmaker said.

In his opinion, no obstacles are expected during the preparation of the draft law for parliamentary consideration.

"I am confident there will be no resistance to the adoption of the draft law in the Verkhovna Rada. Of course, every draft law submitted to parliament undergoes certain difficult discussions. This draft will be no exception… But I believe that once we discuss this issue in greater detail at the Anti-Corruption Committee, which is the lead committee responsible for preparing this draft law, the process will move faster," Ostapenko said in response to a question from Interfax-Ukraine.

According to Deputy Minister for Veterans Affairs Farkhad Farkhadov, the ministry supports the proposed initiative.

"We are working on many initiatives aimed at supporting and implementing the interests of war veterans. This bill is no exception. There is an official position that has been sent to the committee [on Anti-Corruption Policy] with our proposals regarding the need for further refinement… In particular, it is necessary to determine the routes and methods of financing the transferred assets and adopting appropriate management decisions," Farkhadov said.

He explained that ARMA transfers assets to entities that use them to generate revenue for the state budget. According to him, if assets, as proposed by the draft law, are transferred to entities for use in addressing social objectives, additional mechanisms for the use of such assets must be developed.

As attorney Andriy Potemkin said, there is currently a catastrophic and growing mismatch between the needs of veterans and the state's capacity to meet them.

"First and foremost, this concerns housing and modern rehabilitation centers. At the same time, since 2014 Ukraine has existed in another reality, where there are assets belonging to Russians, state traitors, and collaborators that can be used to provide housing and modern rehabilitation centers for war veterans and their family members, as well as all those affected by the war. But all these assets are simply standing idle and are not generating revenue for the state budget," Potemkin said.

In his view, the adoption of the law could help, for example, transform the Vedmezha Dibrova recreational and residential complex in Zakarpattia region into a palliative care center for war veterans. He recalled that on October 30 last year, ARMA transferred this complex, together with 150 hectares of land and forest valued at UAH 493.5 million, into the management of a company engaged in wholesale trade of waste and scrap.

Bill No. 14347 was registered in the Verkhovna Rada on December 30, 2025.

In addition to Ostapenko, the authors of the draft law include Vadym Halaichuk (Servant of the People faction), Mykhailo Sokolov (Batkivshchyna), Serhiy Rudyk (For the Future group), and Mariana Bezuhla (independent).
