Barrier JSCB on the Softline asset map

History

2026: Participation in the cartel in the procurement of computer equipment for 236 million rubles

In May 2026, the Federal Antimonopoly Service (FAS) of Russia revealed a cartel conspiracy during tenders for state needs. The violation was recorded during the procurement of computer equipment, software and related services. The total volume of initial maximum prices for contracts affected by the cartel amounted to 236.4 million rubles.

Three organizations were recognized as participants in the anti-competitive agreement: Business Standard, Barrier and Savit Education. According to the FAS, the companies entered into a conspiracy to maintain prices at electronic auctions, abandoning competition and systematically applying a unified model of behavior: a minimum reduction from the initial maximum contract price.

During the investigation, FAS employees discovered a set of evidence confirming the presence of collusion. Among them are the use of a common digital infrastructure (single IP addresses, servers and software for entering the auction), synchronized actions at auctions, affiliation of the founders, as well as stable financial and economic ties between the defendants.

The press service of Softline told TAdviser the following:

We consider it important to note that we are talking about independent legal entities with different areas of activity and the history of ownership. In terms of the mentioned procurement procedures, the relevant companies at the time of bidding and concluding contracts were not included in the current ownership structure of the Softline group of companies. Softline Group of Companies has nothing to do with tender procedures and the conclusion of contracts during the ownership of these assets by previous owners. Quite rightly, no officials of the Softline Group of Companies have been held liable for these offenses that took place before the acquisition of these enterprises. All necessary documents and comprehensive explanations have been provided to Softline Regulator. Softline Group of Companies adheres to the principles of free market competition and categorically does not accept such violations.

For violation of paragraph 2 of Part 1 of Art. 11 of Law No. 135-FZ (cartel collusion at auction), the company faces a negotiable fine from 10% to 50% of the initial trading price (but at least 100,000 rubles) under Part 2 of Art. 14.32 of the Administrative Code of the Russian Federation. To officials (director) - a fine of 20,000-50,000 rubles. or disqualification for 1-3 years. With large damage or income, a criminal case is possible under Art. 178 of the Criminal Code of the Russian Federation with imprisonment of the head of up to 7 years.

Contracts concluded as a result of collusion are recognized as null and void, and those obtained from them are recovered as unjust enrichment (Article 168 of the Civil Code of the Russian Federation). The company is obliged to return everything executed under the transaction, which makes participation in the cartel economically meaningless even with a formal victory in the auction.[1]

2024: TAdviser interview with CEO Roman Parshin

The modern confrontation in the information sphere has reached such an intensity that professionals - state intelligence services - come into opposition. Unfortunately, even information about how foreign intelligence operates is secret. This is correct, since if they know that they know about their methods, then they will use other, unknown methods of attack. The same applies to methods of countering foreign intelligence. To at least highlight the main approaches to protecting professional intelligence officers from actions, TAdviser decided to ask several questions to Roman Parshin, General Director of Barrier JSCB LLC, candidate of technical sciences with a degree in Electronic Warfare, Methods and Means, Associate Professor in the Department of Countering Foreign Technical Intelligence and Electronic Defense. 2023: Softline Group Purchase

Softline Group of Companies, a provider of solutions and services in the field of digital transformation and information security, closed the deal to acquire the Russian developer AKB Barrier. This was reported to TAdviser on July 10, 2023 by representatives of Softline. The group of companies expects that this will significantly expand the product area of the Inferit vendor.

Softline acquired the developer of secure computing equipment JSCB "Barrier"

AKB "Barrier" is a player in the Russian market for the development of certified protected computer equipment. Special refinement of technical means allows you to issue individual solutions that fully comply with the requirements of the FSTEC certificate of Russia. Customers and potential users of Barrier JSCB are organizations of various legal forms that have special requirements for information protection. According to the company, in two years of production, more than 1000 units of products were produced and operated in various organizations.

With the purchase of Barrier JSCB, the Inferit product portfolio was replenished with expertise on the development of secure computing equipment. Thanks to the connection of the Barrier JSCB team, Softline got the opportunity to offer an ecosystem of products on the secure systems market: one vendor combines software, hardware and technologies that allow processing sensitive information.

The deal will allow Barrier JSCB to strengthen business scaling and gain access to Softline resources for more active distribution of solutions among Russian customers. In addition, the integration of the products of Barrier and Inferit will enable customers to get a comprehensive certified solution with unified technical support, noted in Softline Group of Companies.

According to Roman Parshin, General Director at Barrier JSCB, by combining with Softline, the company will be able to, among other things: expand the geography of potential consumer customers of secure computing equipment; quickly implement and work out various new solutions in the technology of special modification of PCs directly at the production stage; apply an integrated approach to special rework of PC both at the software and hardware levels to the norms required by the regulator; develop new promising information protection tools.

"The company JSCB" Barrier "has existed in the market of protected computer equipment for 15 years. Particular attention should be paid to the synergy of software, equipment and technological expertise, which will be given by the combination of the efforts of the teams' Inferit'and' Battery Barrier '. This will make it possible to more widely cover the segment of customers who have increased requirements for information protection and security, "said Vladimir Lavrov, General Director of Softline Group of Companies.

He also added that the company expects to take leadership positions in this niche by providing a comprehensive solution and supporting professional engineers and integrators.

In January 2024, it became known that Softline would pay up to 274 million rubles for the purchase of Barrier Battery. It is expected that the products of the Barrier battery will complement the Inferit hardware product line from Softline.
