Rostelecom and telecom equipment manufacturer Protei have created a software developer - Protei-RTK LLC. The corresponding entry appeared in the Unified State Register of Legal Entities (USRUL) at the end of January 2024.

Rostelecom confirmed to the newspaper the creation of a joint venture with the Protei Research and Development Center and explained that the joint project is aimed at "creating and accelerating the development of a 5G communication network, including the use of affordable domestic technological solutions that contribute to ensuring the stability of maintaining critical information infrastructure and ensuring national security." According to a representative of Rostelecom, within the framework of Protei-RTK, pilot tests of the 5G mobile communication core will be carried out (the main infrastructure that ensures the operation of the entire network includes routers, switches, routers and other network devices) in one of the regions of Rostelecom's presence.
Commenting on the creation of a joint venture with Rostelecom, the Protei Research and Development Center named the role of Rostelecom in this project - conducting pilot launches of the 5G/IMT-2020 standard communication. It is assumed that the results of this cooperation will be modern software and hardware products ready for implementation on the Rostelecom network and subsidiaries. The joint venture will combine the administrative, financial and scientific resources of the companies, added to the NTC.
