An admin is a person with immense powers, capable of creating new layers of the Overworld, such as the world layer inhabited by Jesse and their friends.

Admins are humans who have been granted immense power, but their behavior remains fundamentally the same as any other person. They feel emotions, form attachments, and make decisions based on personal experiences and beliefs.

Because they are still human at their core, admins show a wide range of personalities and values. Some use their power to help others or build communities, while others become manipulative, controlling, or emotionally unstable. Their choices are shaped by the same emotional needs and personal struggles as anyone else.

The three admins Xara, Fred, and Romeo once resided together in a small cabin. After an unspecified period, they left their home and built communities of their own. The three experienced a falling out due to Romeo's attempts to keep his friends together.^{[note 1]} Fred developed a weapon capable of removing an admin's powers, intended for Xara to use in the event of his death. Xara and Fred both refused Romeo, which resulted to Fred's death.^{[note 2]} Romeo sealed the world beneath a new one, stripped Xara of her powers, and imprisoned her in the Sunshine Institute. He then constructed various structures in the new world, including the Heckmouth and Sea Temple, with the intention of finding a champion to serve as his companion.

Several individuals encountered the structures built by Romeo, including Jack's group and Jesse's group. Following multiple confrontations with the admin, they were imprisoned in the same facility as Xara. Romeo assumed control of Beacontown while disguised as Jesse. Xara later guided Jesse and their companions to the original world created by the admins. There, they learned more about the admins' history and the communities they established. Jesse and Petra visited the admins' cabin and discussed how the admins' relationship paralleled their own. In the Oasis, Jesse is given the choice to return Xara's bed or not.

If Jesse returned Xara's bed, she remained in the underneath to allow the group to return to the second world. If the bed was not returned, she ditched Jesse's group and proceeded to the second world to confront Romeo. She is subsequently killed by him in Beacontown.

After obtaining Fred's weapon from Romeo's Terminal Space, Jesse engaged him in a final confrontation that resulted in Romeo losing his powers. Romeo realized that he deserves to die. Jesse is given the choice to persuade him to live or to leave him, although his fate is influenced by whether Radar was left behind in the underneath.

If Radar was not left behind, Romeo sacrificed himself to allow Jesse and the others to escape the dimension. If Jesse didn't decide to bring him, he stays trapped in the Terminal Space. Otherwise, Romeo survived and returned to the Overworld, where he is given the opportunity to atone for his actions and reconcile with Xara if she is alive.

Admins possess near omnipotent power, or at least appear to. They make repeated claims of creating the Overworld, and are shown to have limitless creative power, generating matter out of thin air and taking on various transformations. However, they are not omniscient, frequently being shown unaware of certain things or showing surprise, and are vulnerable to having their powers drained by technology designed to neutralize them, such as Fred's gauntlet.

• With Fred's death and the option to kill off Romeo, it is possible for the admins to become extinct. Not to mention the choice that will lead to Xara's death, which would ultimately remove all traces of the admins from existence.
