Smooth stone is a variant of stone made by smelting regular stone.

Smooth stone requires a pickaxe to be mined, in which case it drops itself. When mined without a pickaxe, it drops nothing.

Natural generation

Smooth stone generates inside some houses in plains, savanna, and snowy plains villages in the butcher's house in the form of slabs and blocks.

1.513w02aPrior to this version, seamless stone double slabs (smooth stone's predecessor) existed as block 43 metadata 7 or 15. In this version, this was replaced by the quartz slab.
January 22, 2013Jeb details the future introduction of seamless slab types as a metadata variant of normal slabs; if a double slab block's metadata is 8 or higher, the top texture will be used on the side faces and bottom face as well.
13w04aDouble slab blocks have been intentionally changed such that double slabs with metadata 8-15 look identical to those with 0-7, except that they use the top texture on all sides instead. As a result, smooth stone has been reintroduced to the game with metadata value 8.
